The Montenegro Education Reform Project aims at strengthening the capacity of the education system to make continuous improvements, especially in the quality of teaching and learning in schools and in the efficient use of budgetary resources. The project has the following two components: Component 1) will extend the number of primary and general secondary schools included in the Government's reform program. About 50 schools, additional to those being funded by the Government, will be supported from the Credit. Component 2) will build capacity to prepare, execute and monitor a program budget; support the Strategy and Planning Unit to plan and implement the reform more effectively; support the optimization of the school network and staffing levels to restructure the budget; and assist the Government to determine and implement an effective plan for decentralization of education finance. A new Strategy and Planning Unit has been created and will be the focus of capacity building efforts.**
